Mitsunobu Koshiba joined Japan Synthetic Rubber Co., Ltd. (now JSR Corporation) in 1981, and in 1990, he was transferred to Silicon Valley, U.S.A, where he worked to establish the semiconductor materials (photoresists) business in the U.S. market at JSR Micro Inc. After returning to Tokyo in 2002, he served as General Manager of the Electronic Materials Division and Director of Fine Chemicals Division before being appointed President and Representative Director in 2009. He served as Chairman Emeritus of JSR Corp. between June 2021 and June 2023. While concurrently serving as an outside director of Rapidus, and Non-Executive Chairperson of Fortaegis (Holland), he co-founded C-dos LLC (a thinktank) and is serving as a member of several government councils on advanced technology such as semiconductors and quantum technology, national economic security, and innovation strategy by providing policy recommendations and publicizing his opinions. Moreover, he is supporting deep-tech startups in Japan and overseas such as Spiber, TBM, and Quantinuum. 1. Contents of the proposal we are seeking

While our city is highly regarded both in Japan and overseas as a pioneering city in compact city policies that concentrate urban functions along public transportation lines, there are major issues in urban management, such as low satisfaction with daily life such as transportation, shopping, and interaction among citizens (about 60% of the population) living in the suburbs of residentially-invited areas, and concerns that the rapid decline in local communities due to the declining birthrate and aging population will lead to a decline in local self-help and mutual aid. We are seeking solutions that will solve local problems and improve self-help and mutual aid through co-creation with companies and startups (support for planning local activities, support for local PR, securing leaders, promoting intergenerational exchange, support for transportation, child-centered initiatives, expanding relationships and exchange population, etc.).

2. Resources that can be provided and opportunities for demonstration experiments: "Test Bed "Compact City Toyama" and Industry-Academia-Government Collaboration Platform "SCRUM-T""

Our city occupies about 1/4 of Toyama Prefecture's area (about 1,200 km2) and about 1/3 of the population (about 400,000 people), and has a "field" with diverse regional characteristics such as not only urban areas but also rural areas, coastal areas, and mountainous areas, and has a lot of "know-how" gained by pioneering compact city policies for about 20 years. There is also an airport that is accessible by car in 20 minutes from the Shinkansen station and the city center, and it is easily accessible from the Tokyo and Kansai areas, making it a highly valuable test bed. In addition, about 200 companies, including leading local companies and startup companies from outside the prefecture, are participating in the industry-academia-government collaboration platform "SCRUM-T" for promoting smart cities, and a co-creation environment with a variety of companies has been established.

1. Contents of the proposal required
Kagoshima Prefecture is home to JAXA's Tanegashima Space Center and Uchinoura Space Center, and has been the site of rocket launches for many years, making it a prefecture with deep ties to space.
As the global market for the space industry continues to expand, our prefecture would like to take advantage of the location of two launch sites to promote the space industry.
To this end, we are holding industry-academia-government research meetings, supporting research and development of space equipment and satellite data utilization demonstrations, and working on business matching and human resource development.
Recently, we have begun human resource development and research and development efforts in collaboration with universities outside the prefecture and the local community, and momentum is building within the prefecture, so we are looking for partners to work on co-creation with our prefecture and companies within the prefecture in order to accelerate our efforts in the space business.
2. Resources that can be provided and opportunities for demonstration experiments: "Networking with space business people, support for research and development in collaboration with companies in the prefecture, satellite data utilization demonstration, etc."

The "Kagoshima Prefecture Space Business Creation Promotion Study Group," attended by space business people from inside and outside the prefecture, is held about twice a year, and members share information and exchange opinions through lectures by experts and workshops, as well as networking with local participants.

In addition, the prefecture has various regional issues and diverse demonstration fields, and there are companies and universities in the prefecture that are developing small rockets and satellite data services. In addition, human resource development and research and development efforts are being carried out in collaboration with universities outside the prefecture, and it is possible to provide information on regional issues, coordinate demonstration fields, and introduce partners within the prefecture. Okinawa Prefecture was once known for its longevity, with the highest life expectancy in Japan for both men and women. However, it is currently in a critical situation. For this reason, the Okinawa Development Plan "New Okinawa 21st Century Vision Basic Plan" has set out the revival of healthy and long-lived Okinawa. In addition, Okinawa Prefecture has set out a strategy to work toward the independent development of the prefecture as an "important base in East Asia" connecting Japan and Asian countries, while also contributing to the development of Japan's socio-economic development. In Okinawa, we are looking for companies that want to revive healthy and long-lived Okinawa through demonstration experiments, contribute to the development of the Japanese economy, and enter the Asian market where healthcare needs will increase in the future.

Many Okinawans are small and medium-sized enterprises or privately owned businesses, and many of the prefecture's residents are enrolled in the Association Health Insurance and National Health Insurance. If necessary, we can provide referrals to the National Health Insurance Association or local municipalities, and there is the possibility of conducting pilot studies with insurers as partners.

As the average age of agricultural workers in our city is 74 and the population is aging, we are seeking to solve issues such as a shortage of young workers, an increase in abandoned farmland, damage caused by birds and animals, declining profitability, and responses to climate change. In order to do so, we are promoting agricultural DX through co-creation with private companies that have a variety of cutting-edge technologies and know-how, such as IoT, AI, and big data, in order to achieve efficient agricultural management and improved productivity, increase agricultural income, and attract new farmers, thereby realizing a sustainable agricultural society. We are looking for partner companies that share our views on these efforts and are willing to co-create with us.
2. Resources that can be provided and opportunities for demonstration experiments, etc. "We support co-creation with Agri Nagato General Incorporated Association and young agricultural entrepreneurs."
Agri Nagato General Incorporated Association was established with investment from the city, the Fukagawa Poultry Farming Cooperative, the Nagato Construction Industry Cooperative, and the city, and city employees are seconded to the association. Drones cannot carry heavy objects and can only fly short distances, so they are still not usable... is that really the case? On the other hand, Japan has been facing various social issues since the 21st century.
The aging society with a declining birthrate, aging infrastructure, and rising turnover rates... is there a clue to solving these problems? Hyogo Prefecture has arrived at one answer through more than 50 drone demonstration tests over the past five years. That is, "Drones can contribute to society depending on the idea." We are looking for idea men to tackle social issues together with us on the "Drone Utilization Platform" newly launched this year with the aim of implementing drones in society!
2. Resources that can be provided and opportunities for demonstration experiments, etc. "You can meet colleagues who have the same passion to "change society with drones!" Hyogo Prefecture has supported many people in establishing new business models using drones together with the engineering group (public interest incorporated foundation) New Industry Creation Research Organization (NIRO). ・Our town is still in the process of recovery from the nuclear accident disaster, and is focusing on improving the living environment and revitalizing key industries such as agriculture, forestry, and fisheries.
・The new national research institute, EFREI, is planning to build a facility in the Kawazoe district of our town. EFREI is recruiting researchers from Japan and abroad, and expects to have 500 researchers alone.
・For this reason, our town aims to create a town where everyone can coexist, so that new residents such as foreigners, researchers, and their families can become familiar with and settle in the town.
・In the future, it will be necessary to respond to multicultural coexistence and multilingualization, and to convey and spread the good points of Japan and Namie's history, culture, and nature, but we would also like Namie to be used as a demonstration site for various businesses and services that can achieve reconstruction at the same time.

・Our town and surrounding areas have multiple demonstration facilities such as the Fukushima Hydrogen Research Field and the Fukushima Robot Test Field, as well as incubation facilities and co-creation facilities. Furthermore, a new industrial complex and an industry-academia-government collaboration facility are currently being developed in the town. Various demonstrations and co-creation are possible.

- There are a variety of subsidy measures and investment and loan systems from the national, prefectural and municipal governments to promote Fukushima's reconstruction, as well as a variety of systems and mechanisms for supporting startups. Demonstration and industrialization can be attempted with lower risk than in other regions.

- The town has been accepting immigrants since the Edo period, and immigrants account for about 30% of the town's population. A community of immigrants and native townspeople has also developed.

- There is an environment in which challenges can be taken on in a wide range of fields, from cutting-edge industries to solving community-based issues.
